- District Anti-Bullying Program (HIB)
Anti-Bullying Policy
At Middlesex County Magnet Schools, students are expected to behave in a way that creates a supportive learning environment. The district believes the best discipline is self-imposed, and that it is the responsibility of staff to use instances of violations of the Code of Student Conduct as opportunities for helping students learn to assume and accept responsibility for their behavior and the consequences of their behavior. Staff members who interact with students should apply best practices designed to prevent student conduct problems and foster students’ abilities to grow in self-discipline. Read more about the district's policy on harassment, intimidation, and bullying.
The district uses HIBster, an anti-bullying software program, to comply with bullying policies and mandates. Developed with administrators and teachers in mind, the program is the powerhouse of executing all necessary procedures required to meet important terms and due dates. Due to the strict nature of anti-bullying requirements, school officials must take actions that are efficient, methodical, and without confusion.
For further reading on bullying, the Guidance for Parents on the Anti-Bullying Bill of Rights Act document has been made available by the New Jersey Department of Education.
HIB Self-Assessment Score
-
The New Jersey Department of Education requires that all school districts, through their School Safety Teams, evaluate the implementation of the Anti-Bullying Bill of Rights Act (ABR) using a Self-Assessment. The Self-Assessment covered eight core elements which addressed all of the ABR requirements for schools. The School Safety Teams were to assign a rating for each indicator based on the criteria and available documentation.
Under the commissioner’s program, the school grade is a raw score of data and the sum of the ratings for all indicators within each core element of the School Self-Assessment. A minimum score of 50 is required in order to meet all necessary requirements and the maximum score a school can receive is 78. The district’s grade is an average of the total scores of all schools in the school district.
For the 2022-2023 school year, Middlesex County Magnet Schools had a grade of 70 on the district and school grade report. View the official release of the HIB Self-Assessment Score online.

Board policy charges the superintendent to designate an administrator as the Anti-Bullying Coordinator overseeing this district initiative. Jeffrey Bicsko, Assistant Superintendent for Student Services and Program Development, coordinates and strengthens the district's policies to prevent, identify, and eradicate harassment, intimidation, and bullying of students. The principal of each magnet school is also tasked with appointing a school-based Anti-Bullying Specialist. These specialists can be guidance counselors, school psychologists, or other trained staff members.
